I've visited most, if not all the TSP advisory sites getting an idea of the various strategies used. Most seem to come down to some method of market timing, which I'm not at all opposed to necessarily, but am still not completely sold. In the course of my searching, I ran into Meb Faber, and also this Thomas Bulkowski who runs ThePatternSite.com. You can check out his bio for yourself, below. Given his knowledge of chart patterns, and trading, I thought I would email him, and ask if he had any strategies on his FREE site or in any of his books that might be applied to investing in the TSP. I explained the trading limitations therein, etc...He got right back with me with this short reply: "No there isn't. Sorry Jim."
I'm disappointed since I really don't want to be at the mercy of buy and hold during the next bear market, or worse yet recession...sigh...
