That's great that you got a reply from Meb Faber. He's a great advocate for low fees and value investing and I'm always impressed with his diverse and in-depth knowledge. So, I'm frankly really shocked at his response, especially since TSP is such a large and well-known system with some of the lowest fees available -- including the G Fund whose safety is envied by many in the investing world.
Here's how I see it... on the condition of one being risk adverse (say not satisfied with buy and hold), Meb's 10-month MA system seems perfectly suited for the TSP (low expenses, an objective unemotional system, relatively rare moves -- no more than monthly etc.) In a rough sense, it'll underperform (sometimes significantly) in longer-duration bull markets, but it'll also allow a risk adverse person to sleep comfortably at night during more substantial bear markets.
