If you are referencing the Japan Central Bank's recent "negative interest rates" in the news last week, these will apply only to subsequent large cash assets of banks being "parked" with them. I am led to understand the Central Bank wants to drive that cash out into the lending marketplace, not just let it sit in a tidy pile in their vaults.
What effect such a policy might have here I cannot say.
