It really depends on the individual's situation. Since my wife and I both work and we can get a larger EIC, we contributed mostly traditional to the TSP and our IRA accounts. This year, my wife won't work as much, so we may put more towards Roth. It's always best to try to plan out your contributions to minimize taxes overall. If you fail to plan, then you're always going to end up paying more taxes than you have to.

Yes, for military Roth is the best or only option since they get deployed a lot to war/danger zone and those are tax free duty, plus military don't get an employer match contribution like the fed employees
