If I remember correctly, they did this to tremendously lower the costs associated with managing the TSP since an extremely low number of participants actually made more than 2 trades per month (most members put their money in G and never touch it if I remember correctly). So - I think there would have to be some fee associated to the additional trades, which I would gladly accept (and most of us would as well).
