By the time you know the market has hit bottom it could be raising and you could miss some really good gains. The best strategy is not to time the market like that. Dollar cost averaging on the way up and down is the best way.
Of course switching allocation of funds out of the C,S,I has its place but trying to jump in and out like mentioned above is not my perfered strategy.
