I thought for sure Costa Rica would be near the top of the list.
Costa Rica has excellent health care and it is one of the longest surviving democracies in the world behind the US. And you can dial in your year round outside temperature from 70 to 85 degrees depending on the elevation you chose to live at...no heating or cooling bills. They have a lot of European expats, but they do not have a military or a US military base like Panama and the Philippines once did to introduce the service men to their benefits.
Maybe it is getting expensive now. But something to research. Cheers!
