Is this an out-of-date message which states ' The C and S funds continue to be bullish long-term. The I fund is neutral to bullish.'? One needs to give some boundaries to the phrase 'long-term' to keep the observations in context.
Momentum for equity funds has been slipping since July, fell off a precipice in August and there is not a bottom currently in sight. The TSP Radar allocation strategies went away from equities to "G" Fund in July, and by September the returns were outpacing the "C" Fund by 6%+ for 2015 ytd.
Ours are conservative models designed with low risk factors -- note Standard Deviation <2%.
