Sarah, I use the 60-days EMA (Exponential Moving Average) crossing the 200-days EMA to determine whether I'm in a right direction or not.  Once you're confirmed in the right direction, then you can still move in or out to maximize your short term gains with some confidence.  That's the reason why I still do IFTs in between the signal.  Of course, that doesn't guarantee a right IFT move with given restrictions of TSP.  However, it does gives you some comfort feeling though.  Anything wrong with that strategy?
