If, during the past year, you moved out of the C fund when it moved below its 60 day MA, and moved back into it when it moved above its 60 day MA, you would have exceeded the number of TSP transfers allowed.

October 2014  - 2 transfers
December 2014 - 2 transfers
January 2015 - 5 transfers
February 2015 - 1 transfer
March 2015 - 4 transfers
April 2015 - 1 transfer
May 2015 - 2 transfers
June 2015 - 5 transfers
July 2015 - 3 transfers
August 2015 - 1 transfer
