I would think a small foreign index would be yet more risky because even with a basket of small stocks the potential for misrepresentation and manipulation increases. Any failure leading to losses would damage the reputation of the TSP even with clear caveats in place and would reduce participation.
The TSP currently offers MSCI EAFE, which represents the performance of large and mid-cap securities across 21 developed markets, including countries in Europe, Australasia and the Far East, excluding the U.S. and Canada.
MSCI also offers a small cap version.
The MSCI EAFE is up 17% YTD.
The MSCI Small Cap is up 22% YTD.
