I don't like getting caught up in politics since people "think" they know the facts, but I would like at the dates when the journeyman level changed before you make a sweeping statement. It was not during the Bush era.
Furthermore, this congress has not done much except propose reduction in benefits and never proposed much in terms of pay raises. They own the purse.
