You pose a basic and very important question regarding the composition of the indices we are forced to follow in the TSP. I too had wondered about the makeup of the DWCPF in particular. The S&P 500 is relatively easy to determine, but this little known index outside the TSP community, the DWCPF, peaked my curiosity. Last year, I went to the source and contacted Dow Jones Indices for the answer. In true bureaucratic TSP fashion, I am attaching the reply below for you and the Group's reading pleasure.
