The L Funds aren't intended to be mixed with other funds, since the L Funds are already mixes of the 5 funds. The L Funds change over time to be weighted more toward G and F. If that's what you're interested in, then great. You can view the current breakdown of each L Fund on the tsp website. According to https://www.tsp.gov/funds-lifecycle/l-2040/ , L2040 consists of:
G: 20.7%
F: 7.55%
C: 36.61%
S: 10.03%
I: 25.11%
I don't know about you but that's way too much G, F and I for me. By the time 2040 rolls around, most of your money will be 'invested' in the G Fund.
You also mentioned "eggs in one basket". Sure, the S is just one fund but it consists of thousands of small-cap stocks in different sectors.
I agree on market timing. I prefer to stick to 50/50 C/S through the good times and the bad!

Tibby you should go %100 S both contributions (not very important imho) and interfund transfer (important to me). But really "should" you? Only do this if you like all your eggs in one basket and believe in Market Timing. I've chosen to move a portion of my TSP which I consider "Play Money" and leave the rest in the Life Cycle targeted retirement date funds, helps me sleep better to be a bit boring with investments, so I don't plan on being a big winner or loser. Do what you're comfortable with I guess.
