Regarding the SEP IRA, any costs will be incurred based upon USAA's policies. You can ask them if there is any cost for transferring funds out and how frequently you can do so.
Just make sure that you don't have excess employer contributions between your SEP IRA and government contributions to the TSP. It's $54,000 this year.

Thanks for all of the great insight. I have about $20k sitting in a USAA Roth account. I haven't contributed to it in at least 10 years (since I retired from army). Can I move these monies to my TSP? Will I have any penalties, though I don't want to use the money?
Also if this is possible, can I start funding my SEP (based on my side gig) which is also a USAA account, and then transfer it in to my TSP periodically (every 5 years)?
