apologies to Sarah, here is an answer to you question the best i am able
go to this site, this link

select moving averages
select S Fund
choose 20,50,200 day moving averages
choose 6/20/2017 to 7/20/2017 (20 days, but you have to guess about to day)(default btw)
answer the following questions for yourself (it's your money after all)
1) is the 200 day SMA slope positive Y/N, what was it 20 trading days ago
2)  is the 50 day SMA slope positive Y/N, what was it 20 trading days ago
3)  is the 20 day SMA slope positive Y/N, what was it 20 trading days ago
4)  what do your eyes say?
5)  can you generate a number that says if the slopes are decreasing, flat or increasing? 
6)  if not, make a spreadsheet, i'm pretty sure there is a slope function, we learn by doing and making mistakes

(personally my answer might be yes, but really, it's only down 0.11% right now (use TSPCenter for realtime numbers) (for free) 
but i have no reason to respond to short term fluctuations as i lost $50,000 by being whipsawed, buying high selling low, giving away 1/2 my retirement money to strangers from 11 years of work, a measly  $50 grand, 11 years in about 6-8 months)
I intend to be alert but "when in danger or in doubt, run in circles, scream and shout" and do nothing, tho it is close to the end of month and i still have 2 moves if i wish

hint: 
To increase your income inexpensively, replace all your incandescent light bulbs, with subsidized by Pepco, LED's everywhere, 
(from Costco perhaps, who treat their employees with respect, courtesy and aliving wage so we don't subsidize them with foodstamps like other places do, )
some can be dimmed, including track lighting, (4watts vs 50 watts, same light output) and reduce your electrical bill for lighting 80-90%, by reducing your outgo, which increases your income, fractions of a % add up
How many light bulbs do you have? 50? 40? (could you reduce your electric bill 30%, 40% by simply replacing light bulbs? would that be a $500/year raise?
