Yes, USD's historic rise may be near the end, and the Fed is likely to raise interest rates next month or in December. Do you think the S Fund will fare best when they do, and that S is still the best fund to be in 100% until then?

Unless someone can identify the clear TSP fund leader for the next few months, I don't think it's a bad idea to have some money in both the C and I Funds right now.
As the USD rises, both large caps and internationals stocks should be negatively affected. This will be most apparent when (if) the Fed raises interest rates....either in Sept or Dec.
