Sarah,

I agree some sectors do better over the summer/fall.  But since TSP investors can not invest in sectors and have to invest in the market as a whole with the two equity funds, the article actually supports Sell in May for TSP investors.  Another Mark Hulbert article discusses improvements on the "Sell in May" strategy by Sy Harding.   To quote from Mark's article, "In fact, Harding's modification of the Halloween Indicator is in fourth place for risk-adjusted performance since mid-2002 out of the 91 stock-market-timing strategies the Hulbert Financial Digest has tracked over this period."  My guess is the first three can not be used by TSP investors either.    The article is For stocks, the best time to sell and go away starts today.

The performance of this strategy is the reason I studied Sy Harding's strategy (that uses DJI for market signals and investing) and applied it to the S&P 500 (TSP C fund) and TSP S fund.  It has strong "statistical support" to quote Mark Hulbert.  No one can predict how any fund will do the next summer or year, but looking back 60 years the statistics show that a Sell in May or better yet, an advanced Sell in May strategy has beaten Buy & Hold and most actively managed investment strategies over the full market cycle (bull and bear market). 

I fund:  I got tired of bouncing around looking at all the I fund country indexes and exchange rates, so I created a simple one-stop shop to get a quick snap shot of the I fund for myself.  Nothing fancy, but everyone interested is welcome to use it at Guide to TSP funds.  I also have charts to scan the US sectors on the site.  Hope it helps.
