We should all be responsible to ourselves and not look to the government.

I totally agree! Both Corporations and the People who run them should be responsible for their actions.
If they make risky decisions that cause the loss of millions of dollars for their shareholders, they should not expect taxpayers to foot the bill. And they should be fired.
If they break the law, they should go to jail – not have their stockholders foot the bill for the "fines".
The real shirkers of responsibility (ethical as well as financial) in this country are concentrated at the top – not the disadvantaged at the bottom.
