It is up to every individual to decide what they are to do with what they've earned/been given - time, talents and money included. It isn't up to anyone else to decide what to do with some other person's money. To what extent they are charitable (or in some cases not) isn't anyone's business, and certainly not the federal gov't. The fed has collected TWICE the amount that it has given out to those in need since the "war on poverty" began. A 50% admin fee/rate is terrible, and wouldn't cut it with the CFC.
