If you are concerned about this retirement withdrawal strategy, consider the bucket strategy popularized by Christine Benz at Morningstar.
You don't have to use specific funds, just something in the general category.

Note: "Total years of FERS service" means actual years of FERS service. It doesn't include any years of civilian or military service for which you've made a deposit to the retirement system.

My HR specialist says "We no longer compute this supplement for employees" so, if other agency HR depts are like ours, that might be a reason people might not be aware of the FERS annuity supplement.
Looking back at previous retirement estimates when HR did include the annuity supplement, it appears that the computation was incorrect (or based on incorrect figures). That may be why HR stopped including it and now leaves the responsibility to employees. Sigh.
