The WEP does not necessarily eliminate Social Security payments, but it does significantly reduce the benefit. The GPO, on the other hand, completely eliminates the spousal survivor benefit for CSRS employees.

Some do, yet those folks receive no social security benefits due to the Windfall Elimination Provision.
