Sarah sent an article yesterday from 10 years ago that describes in part why the TSP Funds don't exactly match the indices they attempt to track -- reinvestment of dividends.
You are correct -- I had bad data for VXF (Vanguard Extended Market EFT).
Check my revised data and math:
Closing prices on 08-Mar-2016:
S-Fund 33.3871; DWCPF 953.51; W4500 962.88; VXF 79.32
Closing prices on 04-Feb-2015:
S-Fund 36.4272; DWCPF 1063.39; W4500 1060.51; VXF 88.03
TSP Strategy Return based on:
S-Fund: -8.3%; DWCPF: -10.3%; W4500 -9.2%; VXF: -9.9%

Since the beginning of 2015, I show only a 0.4% delta in the S fund favor which has been typical.I dug up an old webpage that compared the S fund to VXF to show why I use it as a proxy. The S fund has beat the index and VXF marginally over the long term. Good for us.The completion index tracks 3384 non-SP500 companies. The VXF for example only includes 3306 companies to keep costs down. By eliminating the smallest and riskiest companies they may avoid some losses but capture most of the index' value.
