The all in one basket rule must be tempered for the fact that each of the TSP funds is already a broad basket. The all in one rule is very appropriate for a single stock. You don't want to invest everything in a single stock. Look at price data back from the 2008 mess. Everything, (C, S and I) went down. There was considerable price correlation between all 3 TSP stock funds. Riding a hot fund, like "I" is now, can lead to gains.
