I am no expert, but conventional guidance is NEVER go all in on any one asset. However, with a 25 year horizon, you're right, you can take some risk. Other advice…don't chase the market; don't let FOMO drive your decisions; buy into the fear, sell into the hype.
I believe the reason the I fund is doing so well is because foreign markets have been depressed (in comparison to US markets) for so long and foreign stocks could be gotten at a bargain. While it will likely continue up if the dollar is inflated/devalued, a stronger dollar will have the opposite effect.
My fear is that low volatility index (VIX) indicates complacency, a precursor to serious market correction. With 25 years ahead of you, you'll see it all. For now, mix up some G, I, S, and C funds (G is for the event the markets crash and you want to bargain hunt—it's like keeping cash on the sidelines). I won't specify percentages, but I do recommend not putting all into one fund (other than the appropriate L fund).

That's my thought too - my P&F calculation puts the top of EFA around 110 - which I can't totally believe as it's so high. Almost 55% above current values....
