You hit a nail on the head. That is why I am always skeptical of everything when it come to government benefits or entitlements or whatever. Who is to say there won't be "redemption fees" on Roth IRAs in the future, or TSP "withdrawal charges", surcharges on our FEHB retirement benefits or means tests for FERS pension reductions? We can plan all we want, but we are all at the mercy of the system, which is basically broke, becoming more desperate and less trustworthy when it comes to its long-term commitments.
