As someone who has worked that border for over a decade, the wall indeed is incredibly important in strategic areas. Moreover it's not just illegal aliens, it's the drug epidemic as well with cartels pushing their product across that border 24/7. The border is far from secure hundreds of thousands penetrate that border each and every year.
As for the 20% tariff, much easier target is the 20 billion in remittances going south each year. A fee to cross the border or a security fee on visas, renegotiating NAFTA are also options. In any event, I have no doubt that our neighbor to the south will be paying for the cost however to save face they will never admit it.

Illegal Immigration Is Actually Declining
Illegal immigration has been in a steady decline. Spending billions on a great wall IMHO is an incredibly misguided waste of money...money that could be used to help so many in this country.
