I did with no issues, and I believe it can be done at any time. I had to fill out a form with my previous HR (their form) and attach the TSP-60. They sent everything to the financial institution, who transferred my balance to the TSP as a direct rollover. I would not let them cut you a check, even if it is for deposit to your TSP account number. I have heard horror stories.
