I will take a stab at answering your question.
The general philosophy of this group, as informed by the great Oz, Sarah, is to "put all your eggs in one basket and watch that basket very closely"
For the most part the S fund has proven to be the best basket. I'm not sure if the group is in the S fund right now as there was a lot of anxiety a while back and I think most people moved to the F fund.
I decided to do my own thing at the time of the last move and that has worked out for me.
What is often repeated here is that the S fund performs the best over time.
Time and contributions are the key components to a winning TSP game plan. With limited funds transfers (two per month) moving money back and forth is not practical.
Here's how it works over time; if you are making good sized regular contributions and overall the market is trending up (as it has been for a very long time) Then there is a down turn and your overall fund takes a hit but during that period your contributions are buying shares at a lower price.
It gets more complicated as you get closer to retirement but when you're young you can afford to be wrong.
