I'm certain the email is legit.
1) GovDelivery is a contractor that provides email communication services to the government. That is why you see govdelivery.com links in the email.
2) They're not asking you to take any action, log in to anything, or provide any information.
3) The social media links are the real TSP sites.
4) The other links go through GovDelivery because that is how they track the success of the email campaign (i.e., TSP can tell if recipients are clicking on the email links to visit their website).
5) TSP previously stated they are using GovDelivery for email communication (see message 37373)
TSP could do better to make the email look more valid, though. We've all had it drilled into our heads in annual IT security training that we need to be wary of non-.gov links in emails.
