Its because you need to look at EFA and DXY together. Share prices are adjusted at the close to reflect purchasing power (as I understand it). For the I fund to gain, we need EFA to go up, and DXY to go down. Someone correct me if I'm wrong, its taken me a while to halfway understand this.
