welcome.
i personally dont like the F and dont utilize it much at all.  i dont do seasonal moves either so i cant comment on that.
if he doesnt want to manage it, L funds may make him rest easy.  i have never used the L funds.
if u want to follow what others do, find a service that u trust and that makes recommendations based on technical data.
a simple system to look at that i used to use way back in the day - start out with 33/33/33 between C/S/I. as the monthly close falls below the 10 month moving average, move that fund to G, which acts as a cash fund waiting for a return.  VERY simplistic but worked out for me.  if i dig up any articles on this method, will post them for ya.  this only requires u to make any adjustments once a month.  
figure out a plan and stick to it.  dont get emotional and dont panic.  watch the data and tune of the media.  when t he data says move, make the move.
my personal TSP allocation is 70C/10S/20I.

Retirement in 4 years is a real possibility and this is bringing some nervousness. We were nearing the 500K mark, but have dropped down to about 450K with this market craziness. He would only be 50 and we have small children so another job would be needed, but retirement talks are happening constantly. 

Our current account distribution is about 73% C Fund, 12% S Fund, 8% I fund, and 6% F fund. With our current allocation going 60/20/20 C/S/I. 

So a few questions:

    Is it too late in the game for us to take on a seasonal strategy to our investment?
      With the market as it is, would you hang in there or make fund changes?

      Finally, any specific resources you can point me to?

      I have been doing all the research but it is my husband's TSP account and he is strongly wishing to go into one of the L-Funds, wi th a good portion of G mixed in. And I know his stress had greatly risen watching out account lately. Y'all have inspired me to think that with seasonal investing (and not pulling from the TSP for a few more years) that we could greatly increase our retirement income. 

      I know that is a lot of questions and info. We appreciate any help you can give!
