The C, S, and I Funds are all up 7-9% since mid-May this year. Was that an anomaly? Or is a 7-9% correction still likely by the end of October? Will November through April be the "best six months" again this time?

This is not an "all or none" strategy.
Since 1950, the period from May thru October has been up roughly 60% of the time.
The period from November thru April has been up roughly 77% of the time.
