Did she remarry prior to age 60? If yes, she is not eligible to draw benefits from her late husband until her current husband is deceased/divorced. If she remarried after age 60, she can file for widows benefits as early as age 60 on her late husband's account.
But it is always best to contact SSA directly to get details as they apply to your specific situation.
