While there are good things about Roth, the statistics may be misleading as some people are selecting it inadvertently. The user interface that we and a lot of other agencies use (USDA's NFC MyEPP) has misled some people into the wrong type of contributions. (Confirmed by my HR representative.)
Clicking on the apparent start button initiates contributions of the reverse of whatever you used to contribute the previous year. If you want to start TSP contributions at the beginning of each year, you have to click the Change button which is non-intuitive as it looks like you're changing the previous year's instruction - especially non-intuitive for TSP catch-up which has to be restarted each year.
Of course this happened to me too. I spoke to a TSP rep who said TSP has heard a lot of complaints about this. TSP, HR, and NFC, all say there's nothing they can do about past transactions, alas. I've asked them to redesign the online form. We'll see if that gets any traction.
