In general, if you qualify for the HSA, it will usually be the preferred choice because of the tax savings.
The downside is that you will need to pay more upfront.
A problem, of course, is that no one is "general." You need to weigh your likely total costs vs payments under each plan as well as the catastrophic maximum you would be expected to pay.
