Roth IRA and Roth TSP is different. Short answer is yes, at age 39, anything over $19,500/yr will have to go to a separate IRA with Vanguard, Schwab, etc. I max Traditional TSP at the $19,500 and also contribute toward my Roth IRA with Vanguard.
In the year you turn 50, you can then contribute the additional $$ to your Traditional TSP and/or Roth TSP.
