a couple of comments, related to coal trains headed for California
1) in the first 6 months of 2018, ~1,9 million Photovoltaic panels were shipped in the US, over 700,000 to California, which has a goal of 100% renewable energy by 2045, which has increased by a factor of 6
and wind by a factor of 2.5 (manufactured energy), unlimited
2) Coal used to generate electricity in the US has dropped by 1/3 from 2010 to 2017 (extracted energy, declining resource)
These relate peripherally to the TSP in terms of what they invest in, etc

I live in Vegas and watch the coal trains heading to California every day. It's a good day for America when we export anything and for every pair of underware we buy at Walmart, 1,000,000 tons of coal are going the other way.
Steel is back too in a big way. Since a lot of you work in the DoD arena, I'm sure you're familiar with the importance of the industrial supply base. These industries (auto and truck manufacturing, textiles, concrete, steel and other high value metals all benefit the economy as well as the industrial base of our great country.
All this contributes mightily to the rise in the C fund. Charts and graphs do show the picture WRT fundamentals, but I think what gets lost is the connection of what drives those charts and graphs. Buy American when you can and never sacrifice quality to do so. So until the USA makes a PC or a smart phone of equal VALUE, we'll keep some sort of connection to China trade. Meanwhile we make plenty that can change the tide back to our manufacturing might of days gone by.
