Being retired doesn't affect your ability to move money between a tIRA and TSP.  I don't know if that is the case for a Roth and the TSP roth.

I used TSP-60 just a couple months ago to carry out two transfers from TIAA (an IRA and 403(b)). It worked out OK, but TIAA did not read my instructions carefully. So the TSP-60 form was sent separately from the money, and TSP reported they did not receive the form. I got a copy from TIAA and personally sent it again. There was little trouble on the TSP side of it. 

Still, it only meant a couple extra emails, and, given the expense ratios I was paying, I'm glad I did it.

Can I use TSP-60 to transfer funds from an outside IRA to TSP?
