While many states have jumped on the bandwagon in an effort to improve revenues, the Federal Government is not there yet. As a result, other than pharmaceutical companies and related tangential businesses, banks are not providing credit to these businesses. Without credit, a company cannot grow.
So, I would say that these companies are largely still in limbo.
Consider investing in computer security concerns for the time being. It's a far safer investment.
