Must not be on the faculty of the English Department at Penn either. To "cast aspersions" means to insult or criticize someone's character or work. By saying he's "not casting dispersions," does he mean he's not criticizing the way anyone disperses their money?
Whenever the market sets new highs it is easy to find predictions of doom and warnings to get out now. Having the guts and patience to avoid market timing and keep on investing before, during and after a crash can pay rewards.
