Actually that is not true, ROTH IRA accounts cannot be transferred into the ROTH TSP. Only ROTH 401Ks, 404bs, and 457bs can be transferred over into a ROTH TSP.
On your link and also on the TSP-60-R form it states that
"The TSP will not accept Roth rollovers that have already been paid to you and it will not accept transfers or rollovers from Roth IRAs."

Roth IRA accounts can be rolled into a Roth TSP account (but not a traditional TSP): you must already have some money in a TSP account, and if you don't have a Roth TSP account this conversion will create one, so it can be done.
Whether or not it's a good idea for you to do this just a few years before retirement, is a completely different story.

The second person you had quoted in your post mentioned that "you can roll your IRA back to TSP if you realize you made a big mistake."
I'm about 5 years from retirement. About three years ago, I decided to open a Roth IRA account outside of the TSP (for more diversity and some tax benefits). However, I'm now re-thinking that strategy because I see how the fees are eating up some of the gains.
Can I roll back that money in my ROTH IRA back into my TSP now? Or, must I wait until I retire?
