Good question Shabbar. I've been a trainer for almost 20 years now and here is what I've come to realize: In a nutshell, trainer effectiveness is always based on learner's improvement. And I base it on all levels of the Kirkpatrick' In Kirkpatrick' 1. Reaction - evaluation is usually based on trainer's observation and evaluation surveys. While this will provide immediate feedback on the the effectiveness of a trainer, this may not always show accuracy of results. I had a trainer once who would always score high on her evaluation and when I ask the trainees how they were, they would always say they are having fun and learning (almost always in that order). When I observed her class myself, I learned that she spends a substantial amount of time in relationship- 2. Learning - this is usually accomplished by written and practical assessments. This also bears some weight in the whole equation. This tests the Knowledge competency of learning. At the very least, a learner must know the basics and the trainer must have accomplished those. Even complex training courses would include processes and basic principles. Expect though that this is only a gauge of the person's knowledge and possibly a bit of skill. In practicall assessments, skill is tested but the true test of skill is in how it's applied. What I check in practical assessments is how much they follow the processes. 3. Application - For most leadership trainers, this probably will have the heaviest weights since the fourth level (ROI) is not that easy to measure. Operational audits are the best methods to measure this. 4. ROI - This is the best measure of trainer effectiveness but it is not always the easiest. Training is but one out of the many factors of performance and there is no single way to isolate how much of the learner's performance is attributed to training. In this model, I would normally give 1:2:4:3 or 1:2:3:4 ratios to the trainer's scorecard. In the absence of the 4th level, I would give 3:5:7 ratio.
