I think in general, you should look at when you will plan to start withdrawing your money from the TSP, and not when you will retire.
I plan to retire September 2020, but I hope not to touch my TSP funds for several years if possible. And even then, I want my TSP investments to have the best growth opportunity, so I don’t think I will ever pull funds completely out of the C and S funds. Right now I am 30G, 40C, 30S.
