Based upon the reports of index performance from Mar 2018 - Mar 2019, and TSP Strategy's recommended allocations during that period (C, and then S, unless I've forgotten something) which I've followed, I don't understand why my TSP is reporting a PIP of ~0%. What am I missing?

Consider yourself lucky. C fund did 2% better since the switch. If you want to follow Sarah, switch now.
S fund led the C fund after the Dec decline. The C fund then caught up.
Longer term, as of today,
the S fund should still outperform the C fund this year.
