You can view returns at tspcenter.com. It's an easy site to use. I haven't viewed my quarterly statement yet and the tsp site is currently not letting me look at it. Entering a date range of 1/10/18 to 9/30/19 on the tspcenter site shows the C Fund at 3.86 and the S Fund at -2.93, so depending on what mix of C and S you have, -1% is about right.
I've had a 50/50 mix of C/S for a couple years and my PIP shows just -.49 for the past 12 months.
The year to date (all of 2019) is much better to look at. 1/1/19 to today shows the C Fund at just over 20% and the S Fund at 17.5%. After the later months of 2018 drop off the 12 month return, we'll see the numbers go up significantly if of course the market stays up the next few months.
