Here you go DD.  AGI must be met.  See bold below.  To me most will easily meet it if you are married or head of household.  So yes, a lot of Americans will qualify.  My opinion, these stimulus programs should not be made for folks who worked through this pandemic with a steady income.  But I will be getting mine since my AGI is definitely below 150 even though gross is above 170.

Full $1,400 payments are slated to go to those with adjusted gross incomes of up to $75,000 for individuals, $112,500 for heads of household and $150,000 for married couples filing jointly.

"Less than 3% of that 1.9T went to Americans, the rest to random programs. I don't know if that will stimulate the economy much"  It will since it cannot be use to pay down bonds, stock repurchases, or allow to offset state tax cuts.  Goverment services puts money back in the economy through employment, projects, etc.
