[TSP_Strategy] Quarterly US State Tax Revenue Change

Quarterly U.S. State Tax Revenue Change

Chart of the Week for December 23, 2016 - December 29, 2016

U.S state tax revenue growth has been volatile for the last eight quarters.

On a quarterly basis, the U.S. Census Bureau publishes an estimate of aggregate state tax revenues at the national level. There are four major categories in the data; sales taxes, personal income taxes, corporate income taxes, and taxes on natural resource extraction.

As noted in the chart above, state tax revenue growth has been generally positive, but the rate of growth has been declining since the second quarter of 2015. For the third quarter of 2016, state tax revenues grew a tepid 1.4% year-over-year and fell 1.6% year-over-year in the second quarter of 2016. Both corporate and resource extraction taxes have fallen for four consecutive quarters. Corporate profits dropped largely due to the strong U.S. dollar and rising labor costs. Resource extraction tax revenues dropped to low and volatile commodity prices.

Economists monitor these numbers as spending by state governments is dependent on their tax revenues. While the national economy has generally been strong and expanding, individual state's budgets may have to be prepared for revenue shortfalls if tax revenue growth continues to decline. Those shortfalls could impact areas such as lower state government employment or increased taxes.

[TSP_Strategy] Pay Raise - What's In Your Wallet?

New pay raise: What's in your wallet?

By Mike Causey

December 23, 2016 1:00 am

White collar federal workers in the Washington-Baltimore metro area will get the largest pay raise — 2.88 percent — when new pay scales take effect in January. That raise includes the 1 percent that will go to all employees nationwide, plus a locality adjustment based in part on private sector salaries here.

According to the 1990 federal pay law, which has never been fully implemented, civil servants in the metro Washington area, which includes big chunks of Virginia, Maryland a a portion of West Virginia, government workers here are paid 27.10 percent less than their private sector counterparts doing similar jobs. That "gap" is widely disputed because it does not include data for government fringe benefits (retirement benefits, holidays, vacation time) that are generally superior to those in the private sector.

Feds in Los Angeles,-Long Beach, California, will get a 2.58 percent raise. Those in San Jose-San Francisco-Oakland, will get 2.80 percent. The raise in metro New York City, which includes Newark, other parts of New Jersey and Connecticut and parts of Pennsylvania, will be 2.58 percent. People in San Diego-Carlsbad, California, will get 2.82 percent. Raises will vary from locality-to-locality. Workers in Richmond, Virginia, will get a 2.24 percent hike.

Employees who are in the catchall RUS (for Rest-of-U.S.) locality pay zone, places like Louisville, Kentucky; Little Rock, Arkansas; Nashville, Tennessee; Charleston, South Carolina, for example, will get a flat 1.63 percent raise that will show up in their checks in mid-January. For most feds this is the largest pay raise in years.

On the downside, for many the pay raise will be a negative in take-home pay because of higher health insurance premiums and the big jump in long-term-care insurance premiums. To see where you stand, and how feds in other locality pay areas are faring, check the chart below. It shows what the pay raise (the hometown private vs. federal pay gap) should be and ranges from 15 percent to 38 percent. The second column is the reality. The amount workers will be getting in January:

Last-Minute Retirement Tips

December 22, 2016

Since January 2016, nearly 100,000 federal employees have retired. Many more will likely be added to the retirement rolls soon, because the Office of Personnel Management typically receives twice as many retirement applications in January than at any at any other time of the year.

Making the application process go smoothly requires cooperation between the retiring employee, his or her agency and the Office of Personnel Management. Federal personnel offices have been busy for the past few months helping employees prepare for this milestone by providing individual retirement counseling and compiling the package of paperwork that must be mailed to OPM in order for the process to begin.

Yes, I did say paperwork. It's almost 2017, but retirement processing is still a mostly paper affair. In fact, OPM's instructions on filing forms include the following pieces of advice: "Punch holes with 2-hole punch on the right side of all landscape papers; on the top of all portrait papers," and "Any partial pieces of paper or small papers should be stapled to a blank full sheet of paper."

One of OPM's goals is to eliminate the backlog of retirement claims to be processed and ultimately, to process 90 percent of all new claims within 60 days. As of the end of November, there were more than 16,000 claims awaiting processing, with 61 percent of them getting processed in 60 days or less. But you can expect a surge in claims arriving at OPM over the next couple of months.

Incomplete or inaccurate information from agencies can significantly delay processing and ultimately, a retiree's first benefit check. Unfortunately, 23 percent of all claims OPM receives are missing one or more records and 11 percent are not received during the first 30 days following the retirement of the federal employee.

Following are a few tips that can you avoid falling into one of these categories. First, here are the basic forms:

  • Civil Service Retirement System: SF 2801
  • Federal Employees Retirement System: SF 3107

The retirement application must be a complete, original form, signed by the applicant, in ink and dated. Photocopies of retirement applications may be accepted if all of the criteria set by OPM are met. All questions must be answered, all applicable boxes checked and all areas requiring initials must be initialed.

Areas that are frequently overlooked include:

  • The marriage question and the court order question in Section E of the SF 2801 or Section C of the SF 3107. They must be answered by every applicant, regardless of marital status.
  • If you are married, you need to provide a copy of your marriage certificate.
  • The survivor election in Section F of the SF 2801 or Section D of the SF 3107 must be indicated, regardless of whether the individual is married or not.
  • Married applicants should choose their  desired survivor election, even if there is a  court-ordered former spouse survivor benefit. This will ensure that their current spouse will receive the survivor benefit if the former spouse loses entitlement due to death or remarriage prior to age 55.
  • When a married applicant elects less than full survivor benefits, a spousal consent form (SF 2801-2 or SF 3107-2) must be submitted. The survivor election on the spousal consent must match the annuitant's election in Section F of the SF 2801 or Section D of the SF 3107. The election must be notarized by a notary public.

An agency retirement specialist prepares the Certified Summary of Service form (SF 2801-1 or SF 3107-1), which the retiring employee then signs. Before you do so, be sure that:

  • All periods of creditable civilian and military service are listed.
  • Part-time tours of duty and/or hours worked, intermittent time time worked and any excess leave without pay are documented.
  • For military service, the character of service, lost time (if any) and disposition of post-1956 military service deposit in "Remarks and non-creditable time" are included.
  • For all periods of creditable non-covered service (employment that was not subject to CSRS or FERS retirement deductions, such as temporary or seasonal employment), the appointment date, pay rate, all pay changes, effective dates and separation date are listed on the back side of the form.

The responsibility for a painless and timely move from employee to annuitant begins with your planning and preparation. Try to turn your retirement application in at least 30 to 90 days prior to your retirement date to allow your agency the time it needs to compile the necessary records and documentation to send to OPM. Be sure you understand issues such as survivor benefits, insurance coverage and the current and future value of your retirement benefit.

For those who have retired in 2016, I wish you a long and healthy life after retirement and thank you for your dedication to your federal career. I hope that in some way this column has helped you prepare for a smooth transition.

[TSP_Strategy] Million Dollar TSP Club

[TSP_Strategy] Million Dollar TSP Club

More feds join Million $$$$ Club

By Mike Causey

December 22, 2016

Thanks to the surging stock market and slow-but-steady investing , Uncle Sam now has 9,599 bona fide millionaires on the payroll. And that doesn't count President-elect Donald Trump or his new Cabinet choices.

In January 2016, 3,272 civil servants had Thrift Saving Plan accounts worth $1 million or more. Now there are almost 10,000 and counting. And a growing number of members of Club Mill weren't rich when they joined Uncle Sam. They hit the $1 million mark the old-fashioned way: by investing as soon as they joined government, by investing the maximum amount allowed, taking advantage of Uncle Sam's generous 5 percent match and sticking with stock investments (the C, S and I funds) during the Great Recession. When the markets were down, they continued to buy (at "sale" prices). And when it started rising to its current record level, those stocks they bought at bargain prices enriched their paper net worth dramatically.

Compared to January of last year, the number of TSP participants with account balances of $50,000 or less is roughly the same, about 2.8 million people. But the average number of years they've been investing went down, from 9.3 years to 8.8 years.

Over the past 12 months, the number of feds with balances between $50,000 and $249,000 rose slightly to almost 1.5 million.

Investors with account balances of $250,000 to $449,000 jumped from 371,209 last year to 413,491 this year.

The number of people with TSP accounts worth $500,000 to $749,000 went from 92,092 to 120,124 this year.

Civil servants with accounts worth between $750,000 and $999,000 nearly doubled from 18,800 to 35,161.

And last but not least, the number of TSP millionaires — which includes both active duty and retired federal workers — went from 3,272 last year to 9,599 as of the most recent tally.

In the early days of the TSP, the only Club Mill members were political appointees (often high-priced lawyers who were appointed federal judges) or sub-Cabinet heads. They liked the low-administrative fees of the TSP and its investment options. And, if they qualified, the 5 percent match by their agencies. But thanks to time and steady investing, the majority of millionaires today did it the hard way. They invested in the stock funds — through good times and bad — and their accounts prospered.

This time last year we quoted an expert on the TSP who said, "The best way to save for retirement is to have a plan (or use the TSP's self-adjusting Lifecycle, or L , funds and stick with it. Reacting to moves of the market never works out — you wind up selling low, when the market is down, and buying high when you return with it is going strong." He said, "It's hard not to panic… because the media pounds the stock market results hard, 24/7 and it's hard to tune out."

Best bet: Do what most members of the TSP millionaire's club did: Have a plan and tune out!
