I am currently subscribed to their service. They send out recommendations via email based on your risk profile. You answer numerous questions in order for them to put you in a category that fits your needs best. They also share articles of interest as to what's happening with the market etc.

Female Service Members Will Get 12 Weeks of Paid Maternity Leave

Female service members now will receive 12 weeks of paid maternity leave, Defense Secretary Ash Carter announced on Thursday, one of several personnel initiatives aimed at improving the quality of life for military families.

The move doubles the amount of current paid maternity leave available to most service members, and is four weeks longer than the average eight weeks provided by many employers in the United States. However, it's less than the 18 weeks of paid maternity leave that Navy Secretary Ray Mabus announced in November 2015 for sailors and Marines. Carter said that sailors and Marines who are pregnant now, or conceive within the next month, are still eligible to take the full 18 weeks of paid maternity leave per that policy.

"I don't take lightly that 12 weeks of maternity leave represents a downshift from what the Navy pursued last summer, but I believe that we will be at the forefront in terms of competition, especially as part of the comprehensive basket of family benefits we're providing across the joint force," said Carter.

Sen. Richard Blumenthal, D-Conn., praised Carter's effort to double the amount of leave for female service members in the Army and Air Force, but said he was "disappointed that achieving parity across the services meant reducing leave in the Navy and Marine Corps."

Defense also wants to boost paid paternity leave from ten to 14 non-continuous days, Carter said, encouraging men to take the leave currently available. Other benefits announced include extending the department's child care development centers to at least 14 hours a day; installing rooms at DoD facilities for new mothers to breastfeed comfortably; and pursuing an amendment to existing statutory authority allowing service members to postpone moving to a new duty station if they decide that it's in the best interest of their family to stay put. Frequent moves – a fact of military life – add extra stress on military families, and are often why people leave the service.

"For example, if a daughter is in her senior year of high school, or a spouse is getting a graduate degree at a local university, or a service member needs to care for a nearby ailing parent, the service member would be able to stay at their current station to address those needs," said a fact sheet on the reforms. "In exchange, the service member would agree to an additional commensurate active duty service obligation."

Carter said the changes – the second package of personnel reform efforts that he has rolled out as part of his larger Force of the Future initiative – are aimed at three areas: recruiting, retention, and career and talent management. During the Thursday press briefing, Carter cited statistics related to the growing number of women serving in the armed forces, the benefits of providing new parents more time with their babies, and the importance of increasing family benefits to continue to attract and maintain an all-volunteer military.

"While you recruit a service member, you retain a family," said Carter, referring to a well-known and accurate adage in the military community.

Carter said that 52 percent of the enlisted force, and 70 percent of the officer corps is married. In addition, there are 84,000 military-to-military marriages, he pointed out.

New Retirement Proposal For American Workers Modeled After TSP

American workers could benefit more from a retirement program modeled on the Thrift Savings Plan, which is available to federal employees, rather than typical private sector 401(k) options, according to a new proposal from a Washington organization.

The Center for American Progress Action Fund, a sister group to the Center for American Progress, outlined on Thursday its idea for creating a National Savings Plan that workers without access to a retirement account would be automatically enrolled in, and which would adjust investment levels based on the person's proximity to retirement, similar to how the TSP works. The TSP has approximately 4.7 million participants, including lawmakers and military service members.

TSP launched a program in August 2010 that automatically signs up all new civilian hires to allocate 3 percent of their basic pay to the G (government securities) fund, unless they choose to end their contributions or change the amount. In December 2014, President Obama signed into law the Smart Savings Act which changes the default enrollment fund in the Thrift Savings Plan for new hires from the G Fund to the lifecycle (L) funds, designed to move investors to less risky portfolios as they near retirement.

The architects of a National Savings Plan envision a similar structure for a new program available to workers outside of the federal government who don't have access to a defined contribution plan at work. "The TSP offers simple, easy-to-understand, and sensible investment options and low fees," said David Madland, senior fellow at CAP's Action Fund, and senior adviser to CAP Action's American Worker Project. The NSP "would automatically escalate its initial default salary deferral rate of 3 percent by 1 percentage point per year until reaching an initial cap of 6 percent," according to the proposal. The analysis assumes an enrollee saves 12 percent of her annual income from age 30 to 67.

Sen. Jeff Merkley, D-Ore., on Thursday introduced legislation that creates a new system based on the CAP Action Fund idea to help workers who don't have access to an employer-sponsored annuity plan save for retirement.

"This plan helps millions of American workers to save easily and automatically for retirement with tax benefits, rock-bottom fees and the same types of high-quality investment options already enjoyed by federal workers and members of Congress," said Merkley.

The CAP Action Fund proposal suggested that the savings plan could be run either by the Federal Retirement Thrift Investment Board, which administers the TSP, "or a new sister organization modeled after it—the head of which would be a board of retirement professionals required by law to manage the plan solely in the interests of participants and their beneficiaries."
