You make a good point. Retired and 30% in F for safety. 

Maybe I should go all in S and/or C?

Here a an example that SS and Pension is 60% of your portfolio if you save $1M in TSP and estimate you need 30 years of withdrawals.  That is a lot of KNOWN or lower risk assets.  Why would someone add bonds if you have a guarantee SS and Pension.
